University of Minnesota, Morris Campus Resources & Planning Committee Minutes October 12, 1998 Members present: Don Kenning, Maddy Maxeiner, Ray Sibul, Jenny Dose, Brenda Boever, Tom Johnson, Nat Hart, Andy Lopez, Karen Fischer, Rod Oto. Guests: Jim Togeas, Tom McRoberts, Cathleen Brannen, Gary McGrath, Sam Schuman, Ted Underwood, Jooinn Lee, Katherine Benson, Chris Wenner. The CRPC met for the first time during the 1998/99 academic year on October 12. Chair Andy Lopez had members introduce themselves and mention issues they wishes to see the committee address. Tom Johnson mentioned an issue being explored by the Senate Consultative Committee, the nature of planning, resources and impact. Nat Hart mentioned the impact of changes occurring on campus, particularly the building projects. Karen Fischer commented further on the planning process, specifically the committee's role and planning versus reacting. Maddy Maxeiner mentioned the upcoming U-wide capital campaign and its relation to UMM's mission and vision. Rod Oto mentioned enrollment and students' financing of their education. Sam Schuman mentioned the relationship between committee members' concerns about planning which dovetails with the U of M's Compact (budget planning) process. Jim Togeas updated the committee on the accreditation process. The Special Emphasis Self-Study Plan requires five subcommittees, four which address the special emphasis themes and one which reviews the five criteria for accreditation. The CRPC functions as the subcommittee to review the five criteria. This will be due to the Steering Committee approximately in the spring of 1999. Similar reviews from others institutions have been about 24 pages long. Andy Lopez suggested that the CRPC may form a subcommittee to do this work rather than function as a committee of the whole. He also stressed that the review should be undertaken for the good of UMM, not just to please the NCA. Togeas mentioned that NCA personnel have expressed the same thought. Lopez and guest Sam Schuman entertained questions about the recent hardening of temporary faculty positions. Ray Sibul mentioned email questioning whether tenure-track faculty are being fully utilized. Schuman replied that all UMM faculty work full-time at their jobs and the only UMM faculty member not currently teaching an appropriate load is not tenure-track but tenured and is in legal dispute with the university about the termination of that tenure. Hart asked if the positions to be hardened would be nationally searched and Schuman assured him they would. Jenny Dose expressed concern about the back-log in searches. Schuman suggested searches should proceed sequentially but shouldn't linger uninitiated because whoever succeeds him in the chancellor position will not be obligated to continue with his initiatives. Lopez stressed the need to proceed with the three year plan. Jenny Dose asked about format and Schuman suggested considering the format of the Compact. Dose wondered how close the strategic goals and prelude (SG&P) are to constituting a plan. Lopez reminded her that feedback from the forums requested more detail than the SG&P provide. Fischer countered that the documents are quite specific in their consideration of the entire campus and that further detail might be more appropriate at the unit level. Schuman added that the SG&P are already outdated and Dose wondered if the three year plan should extend to 2001. Johnson emphasized the need to move quickly and to make the document a true plan that addresses the future. The CRPC will meet again on Wednesday, 10/21/98, at 3 pm in the Behmler Conference Room, to discuss the NCA subcommittee work and the three year plan. Rebecca Webb
