Sponsored Projects Administration (SPA) is the University of Minnesota system-wide office authorized to submit research proposals and receive awards from external sources on behalf of the Board of Regents of the University of Minnesota. SPA assists faculty in submitting proposals and getting grants, and as the fiduciary for the University on grant-related matters, accepts awards and ensures they are administered consistently with sponsor and Board of Regents policies. UMM Grants Development Office is a unit of SPA that provides services for the UMM community.
RSPP is the administrative support office for the Institutional Review Board (IRB), which reviews research projects involving human subjects, and the Institutional Animal Care and Use Committee (IACUC), which reviews research and other activities involving animals.
FIRST has a comprehensive curriculum of information, instructional materials, workshops, and contacts to help faculty members meet the challenge of responsible conduct in research and scholarship.
Technology Commercialization and Business Development
Through two offices, the University of Minnesota drives commercialization of its technologies and development of research-based businesses.
The Office of Patents and Technology Marketing (PTM) identifies and protects University-developed technologies and negotiates their transfer to the private sector through licensing.

The office of Regulatory Affairs facilitates ethical and responsible research through education, monitoring and resources. At this site, you'll find information about compliance and ethical issues, research policies and managing sponsored projects, committee approvals, records management and retention, safety issues and more.
The office of Oversight Analysis and Reporting (OAR) is responsible for providing reports to the Vice President for Research, deans, unit heads and principal investigators on unusual or irregular activities related to sponsored projects. The office is also responsible for administration of the Certified Approver Program and for maintaining currency of knowledge of federal, state and University policies. The office monitors the effectiveness of electronic sponsored project management tools and provides advice to the Vice President for Research on systemic and continuous improvement in the quality of sponsored project management.
The OVPR oversees all apsects of research at the University of Minnesota's five campuses, providing guidance to individual researchers and managing research activities system-wide.
