UMM Fencing Club
Constitution
Article I
The name of this student-faculty-staff organization shall be
THE UNIVERSITY OF MINNESOTA-MORRIS FENCING CLUB, or UMM FENCING CLUB.
Article II
The purpose of this organization is to foster the enjoyment of fencing
both as a sport and hobby, as well as offer a setting for the
learning and enhancement of the skills conducive to the sport.
Article III
The membership criteria for the UMM FENCING CLUB are as follows:
A. The UMM FENCING CLUB is committed to the policy that all
persons shall have equal access to its programs, facilities, and
employment without regard to race, color, religion, national origin,
sex, age, disability, veteran's status, or sexual orientation, and adheres
to all current University of Minnesota equal opportunity and affirmative
action policies.
B. Membership is open to any UMM student, faculty, or staff member.
1. Dues will be collected quarterly and are due by the second week of the
quarter. The amount of the dues will be $10 per quarter. Special
dispensation for inability to pay can be granted by a simple majority
of all attending full members.
2. Members of the community-at-large may become associate members of the
club. Dues will also be collected from associate members.
3. UMM students will be considered voting members while associate members
from the community will only exercise an advisory vote.
4. Membership may be terminated if:
a) Dues have not been paid in accordance within prescribed time frame.
b) Member's behavior poses a threat to the safety of himself or
other members.
c) Motions of termination shall be brought before the officers and
faculty advisor of the UMM FENCING CLUB. If the charges for
termination are deemed appropriate, then:
1) At the next scheduled meeting of the club, a hearing will be
held where the termination will be discussed. Those members
in question may present counter arguments.
2) At the next scheduled meeting, the club will vote on the
termination motion. All terminations will be approved by a
2/3 majority of all members, associate and full members, and
shall be approved by the faculty advisor who may ask for a
new hearing.
Article IV
A. OFFICERS:
1. There shall be a president; vice-president; secretary-treasurer; and up
to two weapons-masters.
2. All officers shall be eligible student members of the UMM FENCING CLUB.
3. The term of office for each position shall be one year.
4. Elections for each office shall be held at the end of the second
scheduled meeting in MAY. The term of office will begin at the
beginning of the FALL QUARTER and will end at the end of SPRING QUARTER.
5. Elections shall be based upon a simple majority of all attending full
members, with associate members maintaining an advisory vote.
The faculty advisor shall have no vote in this process.
6. Special elections may be held for a vacancy with two weeks notice to the
entire membership.
B. POWERS AND DUTIES OF OFFICERS:
1. President: The President has the duty to attend all necessary campus
meetings that pertain to the club. The President will be responsible for
the administration of the club as it pertains to filing the proper forms,
scheduling of facilities and other duties as needed for the proper
operation of the organization. In addition, it is the President's duty
to run all business meetings of the club.
2. Vice-President: It is the duty of the Vice-President to help the President
in the proper administration of the club. Attendance at meetings and
other administrative duties that the President cannot perform shall be
done by the Vice-President.
3. Secretary-Treasurer: It is the duty of the Secretary-Treasurer to keep
and update all necessary club financial, membership, and liability
records. It is this officer's duty to collect and maintain dues
records, and insure that all monies are properly accounted for.
4. Weapons-Master(s): It is the duty of the Weapons-Master(s) to maintain
in proper and safe working order any and all club equipment. It is also
the duty of this officer to insure that all equipment is collected and
stored properly according to the club's scheduled meetings.
C. RECALL OF OFFICERS:
1. Any officer may be recalled for failure to fulfill the duties of
said office.
2. A Petition of Recall may be presented to the Officers, Members, and
Faculty Advisor of the club by any officer, member, or faculty advisor
of the club.
a) Once received, the petition will be presented to the club
membership as a whole at the next scheduled meeting after said
officer(s) have received notice of the recall petition. Said
officer may respond to the petition at this meeting. At the next
meeting, a vote will be taken of all members. A 2/3 majority is
needed to grant the petition and remove said officer. The faculty
advisor may not vote.
b) This decision may be appealed by said recalled officer or by the
faculty advisor. If appealed, the process will be repeated as
stated above. If the appeal fails, the officer is dismissed from
his duties but not as a member of the club.
Article V
The UMM FENCING CLUB will have a faculty advisor who will be responsible
for all duties put forth in this document. In addition, the faculty
advisor will be responsible for approval of all equipment purchases.
If possible, the faculty advisor will serve an additional role as
instructor and/or coach in the sport of fencing.
Article VI
Proposals of any changes, deletions, or additions to this constitution may
be presented by any full or associate member or by the faculty advisor.
Passage of said changes will be achieved by a 2/3 majority of all full
members of the UMM FENCING CLUB at the following scheduled meeting.
Article VII
This constitution is to be presented to the Student Services Committee
for ratification.
