Constitution of the Asian Student Association

(revised Spring 2006)

Article I

Name of Organization

The name of this organization shall be known as the Asian Student Association.

Article II

Goals and Objectives

The general goals and objectives of the Asian Student Association are as follows:

  1. To promote positive relationships between:
  • Asian students
  • Asian students and non-Asian students
  • Asian students and the faculty and administration
  • Asian students and the community
  1. To promote self-education in Asian cultures and their histories, politics, and other channels.
  2. To promote the dissemination of the many Asian cultures through art, music, dance, seminars, language, food, clothes, and other means which will aid in the securing of the affirmation of Asian contributions to the world.
  3. To provide support for Asian students in coping with the campus life and community at large.
  4. To provide a source of information to enable the exchange of many different points of view to better relationships.
  5. To develop and maintain good school spirit.
  6. To encourage Asian students to strive with the highest ideals, highest scholarship, and worthwhile accomplishments.

Article III

Membership

 

  1. Any student at the University of Minnesota Morris is eligible to be a member of the Asian Student Association as long as the member follows the goals and objectives of the Constitution.
  2. Types of memberships:
  1. Voting Memberships - shall be open to only dues paying students of the University of Minnesota Morris, with consistent attendance regulated by the executive board.
    1. Only voting members are eligible to file and campaign for an elected office of the Asian Student Association.
    2. Only voting members can participate in decisions to adopt policies and activities.
  1. Non-voting membership-shall be open to the faculty and staff of the University of Minnesota Morris and non-dues paying students.
  1. Dues: Dues shall be established by the second meeting of every year by a simple majority vote of the attending members, who shall become voting members upon payment of dues.
  2. Disqualification of members: A member who does not adhere to the articles of this constitution shall be removed by a majority vote of the membership of this organization

Article IV

Officers

The officers of this organization shall consist of one President, one Vice-President, one Secretary, and one Treasurer adhering to Article III, section two of this Constitution.

Duties and Responsibilities

President

  • Preside over meetings
  • Represent the organization at campus functions
  • To carry out all duties associated with this office
  • Position is a one school year term

Vice President

  • To preside over meetings during absence of President
  • To carry out duties associated with this office
  • Position is a one school year term

Secretary

  • To preside over meetings when necessary
  • To keep minutes of the meetings
  • To carry out correspondence, approved by executive board
  • Position is a one school year term

Treasurer

  • To maintain records of budget and monetary expenses
  • To make available the status of the budget during meetings
  • Position is a one school year term

Executive Board

  • Develop the agenda before each meeting

Length of Officer's Term: The first day of fall semester shall be the starting day of each position. The last day of classes spring semester shall be the end of the one year term of each position.

ARTICLE V

ELECTIONS

  1. Election of officers: Members interested in executive office positions must adhere to the following criteria
  1. Be an active voting member for the full academic year (fall & spring semesters)
  2. Follow the electoral procedures of office
  1. Electoral Procedures
  1. At the end of each school year, voting members will be able to apply for a position.
  2. There will be only one week to apply.
  3. At the designated meeting, candidates shall present a statement of reason to the members of ASA
  4. Elections will be held the same day speeches are given
  5. Voting members will then be able to cast their vote by secret ballot on pre-made ballots.
  6. A simple majority is needed to win the election.
  7. In case of a tie, voting members shall recast their votes one week following election day.

ARTICLE VI

VACANCIES

  1. Filling a vacancy: In the event of a resignation or removal of an executive board officer, the vacancy will be filled no later than two weeks.
  2. Vacancy of President: The vice-president shall assume the role of president if the vacancy occurs
  3. Vacancy of Vice-President, Secretary or Treasurer
  1. In vacancy of executive officer positions it is to the discretion of remaining officers to fulfill the vacant position(s) with final approval by voting members.
  2. A voting member may be appointed by the Executive Board to fill an un-expired term.

ARTICLE VII

REMOVAL OF OFFICERS

A simple majority vote of the other Executive Board members is needed to remove an Executive Board member for gross negligence of his/her duties.

ARTICLE VIII

ADVISOR

The advisor shall fulfill the following criteria:

  1. Attend meetings and events regularly
  2. Demonstrate a sincere interest in promoting Asian cultures and the objectives and goals stated in the Constitution in Article II.

ARTICLE IX

ELECTION OF ADVISOR

Election of Advisor

    1. Names of potential advisors will be submitted two weeks before the meeting.
    2. The Executive Board will interview and select the advisor with approval by voting members

ARTICLE X

AMENDMENTS

Amendments may be proposed by any voting member, and upon the next meeting may be accepted by a 2/3 majority vote of the voting members
